Watching the video, it seems that the monkey is controlling only basic movements of the robotic legs, but not to the level of actually making it balance itself in an upright position.

The 2005 experiment in which the monkey Aurora managed to control a robotic arm to play a computer game was, I think, more impressive. At least, probably closer to a practical implementation.

Keeping balance does not need to be part of this experiment. They're proving that moving legs by thought is possible. If you put the monkey on the mechanical legs such that it's responsible for staying up, then it'll move it's "mechanical" legs in such way to keep it's balance.
